This paper considers 1) whether Australia should build its next-step submarines or acquire them from Japan, and 2) how many of them Canberra needs. The answers, at least according to the paper's author, are that Australia should build at least 12 large submarines of its own. Doing so would be cheaper, ensure greater quality control, and enhance the security of the project.
