This paper examines the assertion that the distinction between what constitutes a guerrilla organization and a terrorist group is gradually disappearing in the Middle East. The author offers some empirical evidence in support of this claim and then argues that, in light of the growing convergence between terrorist and guerrilla organizations, it would be useful to conceive most terrorist groups as insurgent organizations.
