This article discusses whether the decisions made at the Shanghai Cooperation Organization's (SCO) September 2014 Dushanbe Summit will help deepen the military and security capabilities of its members. The author has his doubts, citing the limited resources, obvious internal divisions and the 'crowded institutional space' of the member states as reasons for his skepticism.
