This article discusses the idea that democracy furthers the prospects for peace within a state and the implications for this idea of internal conflict in India. In general, the author finds that the reason why India can be a democracy and have a high level of violence and conflict is that elections alone cannot guarantee a democratic civil peace: for such peace to come about, a country also needs well-functioning political and bureaucratic institutions, something which India lacks.
