This report examines the role neutrality has played in the history of Afghanistan's foreign and security policy as well as what this demonstrates about the potential for the country to become a neutral actor in the future. In general, the author argues against the position he says is put forward by some that Afghanistan was a neutral state in the past and that it is therefore amenable to neutrality in the future. Instead, he suggests that domestically, policymakers have been generally apprehensive about schemes to make Afghanistan a neutral state.
