This working paper examines Dagestan's consociational political system between 1994 and 2003 which provided all ethnic groups in the Russian republic with the ability to voice their interests while also preserving stability and asks whether this system can be viewed as a precursor to consociationalism in other Russian regions. More specifically, the author 1) provides an overview of the theory of consociationalism; 2) examines whether the form of political system that existed in Dagestan can be used in other Russian regions; and 3) looks at how this could further the protection of minorities and democracy in Russia.
