This report argues that in the face of growing mass violence in fragile states, the threat of runaway climate change, and fears of devastating cross-border economic shocks and cyber-attacks, the world needs a new form of leadership that relies upon new tools, networks, and institutions. To facilitate this needed transformation, the report's authors provide an action plan on how to improve global governance and outline specific ways to mobilize international support for what are overdue reforms.
