This report discusses the 2012 Tokyo Mutual Accountability Framework (TMAF), which 1) ties development aid to government reforms in Afghanistan, and 2) is up for renewal by international donors and Afghan officials in 2015. More specifically, the report's author uses his fieldwork, research and interviews to trace how the discussions on the TMAF are progressing and what political, economic, and cultural factors are complicating the efforts of those who are seeking to revise the agreement.
