This bulletin examines Japan’s policy towards the China-led Asian Infrastructure Investment Bank (AIIB), including the reasons for its reluctance to join the institution. The author also examines 1) speculation in the Japanese media that China attempted to persuade Japan to became a founding member of the AIIB; 2) why China may have wanted Japan to become a member of the AIIB; 3) the prospects for cooperation between Japan and China as well as for Tokyo to join the AIIB; and 4) Japan’s strategy on cooperation in East Asia and engagement with China.
