This CSS Analysis explores the progress Vietnam has made in its civil nuclear energy program and wonders whether it may inspire the country to develop a nuclear weapons capability anytime soon. The Analysis’ author concludes that it doesn’t appear that the country is currently interested in developing a nuclear deterrent. In fact, Vietnam seems to be a model of transparency and cooperation when it comes to supporting nuclear nonproliferation. And yet, China's increasingly aggressive territorial claims in the South China Sea could derail Hanoi’s good behavior in the future.
