This paper looks at Europe's current and future armaments programs and how they might be affected by increasing costs and lower production rates. It also argues that although new procurement practices may help blunt the above trend, success is uncertain and will not apply to the next major project of the European armaments industry –- the development of unmanned combat aircraft.
