This analysis focuses on the growing number of terrorist attacks occurring in the Maghreb region. (There were 47 times more acts of terrorism there in 2014 than in 2011.) The attacks have largely migrated from Algeria to Libya; they continue to be perpetrated by jihadist groups connected to al-Qaeda and, since 2014, followers of the so-called Islamic State; and the targets remain “typical” – i.e., governments and civilians.
