This brief focuses on the environmental policies China is beginning to pursue. In particular, the text’s author 1) stresses that top Chinese leaders are now genuinely serious about protecting the environment, and 2) lists the environmental policy tools that are at their disposal (such as environmental supervision talks and public-private partnerships). However, there are structural obstacles that China must overcome, including an “underdeveloped market society” and a currently weak environmental regulation regime.
