This brief reviews the findings of forty-three household surveys which were conducted in a variety of countries that have experienced high levels of violence. The aggregate results confirm that 1) security is central to peoples’ concerns; 2) ensuring safety should be part of humanitarian programming; and 3) access to food, healthcare, and education become most relevant only after people sense that they can expect an improvement in the security conditions around them.
