This brief, which is based on interviews with local actors in Afghanistan, examines the reasons why Kunduz province temporarily fell to the Taliban in September 2015. It additionally discusses 1) how the respondents thought the Afghan government should have reacted to the province's change of hands, and 2) what the Afghan state, civil society, and the international community should do to blunt the threats still posed by the Taliban to this part of the country.
