This report examines different ways to incentivize the voluntary adoption of nuclear security measures in civilian nuclear operations. As the report's authors see it, growing demand for nuclear energy combined with the rising tide of violent extremism requires the largely voluntary nuclear security regime to be strengthened further. In response, the authors propose an economical and yet efficient way to promote risk management in nuclear security spending.
