This paper analyzes ethnic democracy issues in Estonia based on the Smooha model. The author describes how Estonia can be characterized as a combination of a strongly defined ethnic democracy and a control system with citizens of the core ethnic nationality dominating the stateless individuals of non-core ethnic origin. The study concludes that the diminishing number of stateless persons has prompted the system of control to slowly disappear and ethnic democracy to eventually prevail.
