This paper looks at the uphill fight the UN faces in trying to enhance the protection of civilians in today’s conflicts. As the text’s author sees it, there is an urgent need to address the ongoing, systematic and flagrant violations of international humanitarian and human-rights law in conflict zones. Indeed, it’s time for a global action plan that will prevent, repress and redress future abuses, while also taking into account the present and future role of UN peace missions.
