This paper examines Russian-speaking minorities related issues in Estonia and Latvia. The study traces the origins of the existing problems, taking into account specific historical and constitutional framework of the Baltic States. The author also evaluates the relevant EU legislation in order to define the rights of non-citizens in an enlarged EU.
