This brief examines the role of cross border transactions in peacebuilding in Libya and identifies how issues regarding politics, donor money, minority groups, and identity politics straddle the border between Tunisia and Libya. The author concludes by contending that efforts to contain and resolve conflict in Libya must employ a regional lens and take into consideration the role of these cross-border transactions.
