This paper discusses the French and Dutch "no" votes to the EU Constitutional Treaty and its future. The article identifies the political and economic logic behind the chain of events that led to the rejection of the treaty. The paper concludes by stating that a "wait-and-see" approach would produce a string of decisionmaking crises that would help form a consensus in the EU27.
