This paper examines the ethnic composition of the population and ethnic minorities of Latvia and the ethnic integration, culture and social inclusion policies in Latvia. It evaluates the national action plan of Latvia under the European Union’s Open Method of Co-ordination (OMC) on Social Inclusion in terms of cultural policies and their impact on the social inclusion of ethnic minorities. This paper also examines the cost effectiveness of evaluation of bilingual education in Latvia.
