This paper examines the issue of social exclusion in Sweden. It evaluates the country's National Action Plan (NAP) under the European Union’s Open Method of Coordination (OMC) on social inclusion especially with regard to cultural policies and their impact on ethnic minorities. Particular attention is also given to media and social inclusion, language training as a cultural experiment and political participation in Sweden.
