This paper examines Hungarian identity claims within the Zakarpattya region of Ukraine and encourages Kiev to accommodate them as part of a national strategy to promote ‘unity in diversity.’ (Such a strategy would and does promote a decentralized and non-territorial vision of cultural autonomy.) There are problems, however, in trying to implement the Hungarians’ desires. They include lingering concerns over Ukraine’s territorial integrity, the country’s weakly developed culture of deliberative democracy, and the continued instrumentalizing of ethnic divisions as a political tool.
