This paper presents conclusions from a conference held in October 1995 at Cornell University, US on the effects of development assistance on ethnic conflict. It examines the ethnic context and consequences of foreign aid and the principal actors and components of development assistance. The paper also discusses the culture and institutions of development assistance, the goals of intervention and policies to avert ethnic conflict. It concludes by stating that ethnic conditionality may prove necessary to ensure acceptable uses of development assistance resources in ethnically divided countries.
