This study examines the legal and normative foundations of security with a special focus on the role of the Council of Europe. It outlines that the rule of law and parliamentary procedures are the bases for democratic security and that the Council of Europe secures these foundations. The paper also argues in favor for a US role within the organization and an active engagement for a trans-Atlantic political and security community. The paper concludes by urging more synergy of the European security organizations' functions.
