This report examines social fragmentation in Central Asia. It gives a brief overview of the Soviet legacy in Central Asia and of the current state of ethnic and social divisions. It argues that Central Asian political leaders' nation-building efforts attempt to unify their respective states through appeals to their specific role in the region's history and culture. The report further discusses prospects for regional cooperation to mitigate regional tensions.
