This report examines the possibilities for inter-clan cooperation and peace in Somalia. It recommends the development of ten enabling conditions, based on assumptions other than those of a conventional unitary state. Among them are local autonomy, power sharing, decentralization, Islam, and the role of woman and traditional institutions. The authors suggest that a Somali government has to be based on different governance concepts, here defined as decision-making within a group.
