This paper assesses the protection of national minorities in Georgia and Azerbaijan. The study examines how internationally recognized norms in the field of minority protection are reflected in the national legislations of Georgia and Azerbaijan. It also looks at the de facto implementation of national laws and obstacles in the process of enforcing national provisions.
