This report addresses the chances of restoring the political balance in Lebanon. The author explains that Lebanon's Shia have political and economic grievances that need to be addressed and that doing so will increase the legitimacy of the state. The author considers that external pressure on Lebanon should be eased to allow it to work out its own problems. The report concludes by recommending another conference on power sharing, in the vein of the Taif Conference of 1989.
