This paper recommends ways that Europe might want to interact with the incoming Trump administration. Indeed, the continent’s leaders should 1) resist the administration’s attempts to undermine NATO, primarily by launching a united, well-coordinated and broad “charm offensive,” and 2) enhance Europe’s independence from the US, while also strengthening its capacity to pursue autonomous action in the future.
