Despite the global diffusion and normalization of international criminal justice, only 3 of 11 states in Southeast Asia have ratified the UN Rome Statute on the International Criminal Court (ICC). In response to this low number, various governmental and nongovernmental actors have attempted to raise awareness about the Statute and promote its ratification in the region. This paper, however, suggests that beyond expanding the reach of the ICC, a stronger consensus must be built on ending the impunity still enjoyed by those who commit mass atrocities.
