This paper analyzes majority-minority group dynamics in Estonia and how they impact access to health care. Basically, the Russian-speaking population continues to suffer higher rates of incarceration, extreme poverty and homelessness within the country, and recent political-economic reforms have actually made the problems worse. The mandated reduction of Russian as a working language within the national healthcare system is a case in point, and may indeed have a boomerang effect.
