This report discusses the process to establish the Iraqi Special Tribunal in Iraq that tries members of the former regime for serious violations of international and Iraqi law. The author discusses the US Institute of Peace’s Rule of Law Program engagement in the ongoing effort to facilitate the development of this Tribunal in a way that contributes to justice and reconciliation in Iraq, commenting on experiences with comparable courts in Yugoslavia, Rwanda, Sierra Leone and East Timor.
