This report examines the US involvement in the Western Sahara dispute between 1988 and 2004. It describes the UN involvement from the UN Settlement Plan in August 1988 till the resignation of the UN secretary-general's personal envoy James A Baker III. The author argues that the UN, by assuming responsibility for the resolution of the dispute, interjected itself into an impossible situation. She concludes by summarizing the lessons learned.
