This report addresses the question of what lessons for Iraq there might be from other postconflict constitution-making processes and how members of Iraq’s new National Assembly can work with civil society groups and use the constitutional process to ensure that Iraq is both inclusive and stable. The report concludes by offering recommendations directed both to the international community and to the elected Iraqi assembly.
