This report addresses the overlapping and mutually reinforcing crises in Africa, a phenomenon refered to as the "African predicament." The author proposes a strategic framework of developmental partnerships based on the realities of contemporary Africa. He aims to promote a wider policy debate at a time when the international financing of development is being re-examined.
