This report seeks to identify and explain key elements in the US approach to, and conduct of, diplomatic encounters. The paper summarizes the consensus expressed at a workshop which was part of USIP's Cross-Cultural Negotiation Project, aiming to help negotiators better understand the behavior of their counterparts and thereby reach mutually satisfactory political solutions. The report looks in particular at the impact of structural factors and culture on US negotiating behavior.
