This paper discusses the political instability in Montenegro and the wider Balkans region at the end of 1998. The contributors explain how the threat of an attack on Montenegro and its democratic movements by authoritarian Yugoslav President Slobodan Milosevic's regime has increased and could range in any form from a "constitutional coup" to a more direct attempt to enlist pro-Milosevic forces in Montenegro and hinder further democratic advances. The report states that the international community and the OSCE must consider programs to ensure Montenegro's democratic consolidation and autonomy from Belgrade, also in order to maintain prospects for regional stability and development.
