This report examines the prospects for building democratic institutions in Yugoslavia. The author stresses the profound need for democratization throughout the Federal Republic of Yugoslavia in order to ensure the long-term stability of the country and the entire region. The report explains how the NATO air warfare campaign against Yugoslavia and the conflict cisis in Kosovo have only dramatically highlighted these circumstances. The author states that the US and its allies must develop a consistent and coherent strategy for the Balkans that takes into account the effects and developments in Yugoslavia and their possible impact on neighboring states.
