This report examines US human rights policy toward Latin America by drawing on three country studies of Chile, Guatemala/El Salvador and Colombia. After numbering the constraints under which the US is operating, the author describes and analyzes instruments for promoting human rights. To conclude, the report suggests to adapt a long-term approach to involve non-governmental actors and to lead with consistency among others.
