This paper provides information on the campaign against international terrorism following the fall of the Taliban regime in Afghanistan. It examines the main developments between 31 October and 10 December 2001, including the ongoing military campaign, the Bonn Agreement on a new interim administration for the country, and the humanitarian situation. The paper then looks at the state of al-Qaeda three months after the attacks of 11 September 2001 and discusses possible options for the next phase in the broader campaign against international terrorism.
