This report discusses US foreign policy and its impact on human rights in Africa, critically examining the efficacy of the policy to promote human rights in Rwanda, Kenya and South Africa. The report concludes with recommendations drawn from these three diverse cases on how best to formulate and implement US human rights policy more generally. The paper finds that using public and private diplomacy, sanctions and incentives in the right combination will lend the US more flexibility in promoting human rights goals.
