This report examines the past record, condition and potential of Iraq's higher education sector. The paper sketches the development of Iraq's higher education sector over the course of a century and analyzes the heavy toll exacted by violence and instability in the aftermath of the US-led invasion of March 2003. Subsequently, the paper examines a variety of international programs that have sought to help the country's higher education sector and presents a series of proposals for reform. The paper argues that if the security situation improves, Iraqi universities could become leading actors in the country's civil society.
