This paper looks at the social policy implications of globalization for South America, highlighting risks and chances. It discusses the issue of inequality in developing and developed countries, examines the implications of marked inequality for social policy and identifies chances associated with globalization. The author argues that some inequality represents the healthy outcome of differences across individuals in ambition, motivation and willingness to work.
