This paper explores why there are notorious differences in regulatory design choices and performance outcomes across economic sectors, even though all sector legislation was shaped by the same federal government and the same institutional characteristics. In particular, It addresses this issue for the following sectors of Argentine economy: telecommunication, electricity and gas distribution, water and sanitation, highways, roads and waterways and railways. The author identifies differences among the involved interest groups and among the available administrative capabilities within government as explanations for the variance found across sectors.
