This paper describes the evolution of Indian Special Economic Zones (SEZs) in 2007, focusing on the states of Andhra Pradesh and Tamil Nadu and substantially updates ISAS Working Paper No 12 dated 30 March 2006. It explores problems related to the development of SEZs such as land acquisition, local protests against the process and political reactions and identifies other factors affecting SEZ-development. The author concludes that the regulation of land and so-called single window clearance are the main issues for those interested in investing in India's SEZs.
