This paper outlines strategic trends for Iraq, the Middle East and beyond for early 2008. The authors describe some of the limited signs of stabilization, but mention that sustainable political progress has still remained elusive. The paper states that the forced change in Washington’s foreign policy course has strengthened the capacity of the US and the West to act in the Middle East, yet the coordination of Western governance efforts vis-a-vis Russia and other rising powers remains a significant challenge.
