This report addresses the lack of clarity on which aid and stabilization programs best foster stability in fragile and conflict-affected areas. More specifically, the text´s author 1) highlights the difficulties involved in measuring the outcomes of such programs; 2) provides an evaluation of the outcomes of USAID´s efforts in Afghanistan; 3) identifies what the case of Afghanistan demonstrates about the relationship between aid and stabilization projects; and 4) provides five recommendations on how to improve the effectiveness of policymaking dealing with development and stabilization programs.
