This paper investigates the political processes behind Basel II according to three theoretical perspectives. These include the theory of epistemic communities, the societal school of international relations and transnational governance. The author provides a brief summary of the history and policy process toward Basel II. He identifies an increased importance of consensual knowledge in the making of Basel II, as compared to the policy process of Basel I.
